Latest ADAP Figures Show Increasing Demand and More People on Waiting Lists for HIV Drugs

AIDS Drug Assistance Programs (ADAPs) are feeling the effects of the ongoing recession, as more people are seeking payment assistance for antiretroviral therapy at the same time as state budgets are increasingly falling into the red. As of mid-August, more than 150 people were on ADAP waiting lists, according to the latest ADAP Watch.

The October issue of The ADAP Watch, issued by the National Alliance of State and Territorial AIDS Directors (NASTAD), reports that as of August 19, there were 157 individuals on ADAP waiting lists in 7 states -- an increase of 58 people since the last report in June.

In addition, 4 ADAPs have instituted additional cost-containment measures since April 1, and 11 more are considering implementing new or additional cost-cutting measures -- including 6 that anticipate having to implement waiting lists.

The report attributes the growing pressure to several factors, including a higher demand for ADAP services due to unemployment and increased HIV testing, higher insurance and Medicare Part D costs, higher drug costs, and decreases in state funding for ADAPs.
